I am not sure why there are so many "60 FPS" upscales (i mean i know it from gaming and it makes sense for specifically game capture upscales, thats a specific usecase I see it working but not with movies in general), it might have been a preset in a upscaling software so people just used it (at least that is the impression i got) or then I mean its possible that many people actually like the result better. I have seen those "Upscaled and Interpolated to 60 FPS" examples on youtube, not only does it generate a lot of frames that are prone to artifacts but I honestly dont like the result, it makes Avatar look more like a game than a movie to me for example. I just know that additionally interpolating to a specific framerate would be a premium feature but in general I would suggest to not additionally interpolate when upscaling. PS I wrote its a free application, it has some premium that can be bought but I have never done that/used that so I am not sure what the exact premium features would actually be, I have not needed it so far. Hm and just to manage expectations since it might be helpful, when upscaling a lot depends on the quality of the input, i found a youtube video here called Can A.I. This post is just meant as a little suggestion/something you could try out. Its a free application so you can just try it out on one of your videos (or a short clip of one of your videos to not loose time) and check the results and see if its in the direction of what you are looking for or not. You can just choose the "3D Real-life - Enlarge Only - Highest Quality(Slow)" preset which will use the Real-ESRGAN model to upscale. Sorry my answer is a little late/ I see you already got answers but I thought I'd share my thoughts, maybe it might still help :) To upscale videos lately I liked the Waifu2x-Extension-GUI with Real-ESRGAN for real life footage (or then Real-CUGAN for animated sources).
